From an absolute to a constitutional monarchy

Senate

Since its foundation Flandrensis had eight constitutional reforms and three government collapses. Over the years Flandrensis had several institutions like the Senate, the Parliament, the Estates-General and the House of Representatives. Flandrensis was well-known for its elections and the professional level of political meetings which were a complete copy of Belgian Town Councils. Since 2015 the Grand Duchy is a constitutional monarchy but with a lot of legislative power for the Grand Duke.

Flandrensis started in 2008 as an absolute monarchy with the Grand Duke owning all the power (L’état, c’est mois). Thought having absolute power, Grand Duke Niels appointed some Ministers in order to help him with the development of Flandrensis, which were the first steps to democracy. During the first weeks after the foundation more people joined Flandrensis and demanded political involvement. On November 22nd, 2008 Grand Duke Niels decided to reform Flandrensis into a constitutional monarchy and gave permission to organize elections. Later in 2014 Professor Alastair Bonnett of the University of Newcastle described Flandrensis as an example of a micronation that is inspired on a city council in which young people learn to make decisions

The royalist RPF won the first elections and formed a coalition with the nationalist NPF, together they had 68% of all political power. As result the other parties lost their interest and by the lack of involvement the government collapsed the first time on February 21st, 2009. After the second elections on August 1st, 2009 the coalition RPF-NPF remained the biggest political faction with 64%. This coalition resulted again in the lack of involvement by other political parties and on March 1st, 2010 Grand Duke Niels disbanded the Senate and formed a Parliament, a new political system with more Ministers from the opposition (FP, FRVV and MPF). After the third elections on October 1st, 2010 the royalist DRP ended their coalition with the NPF. Hereby the other parties who were forced for two years into the opposition had more influence in Flandrensis. But the success did not last long, faced with the inactivity of several Ministers the government collapsed for the second time in April 2011. All political parties were disbanded and instead of a Parliament the Grand Duke established the Estates-General of Flandrensis on May 21st, 2011 consisting out a Senate and a House of Representatives. For the next year Flandrensis was not dominated by political factions but the Senate existed by volunteers who assisted the Grand Duke with the development of the nation. But many Flandrensisians missed the elections and political negotiations. On June 16th, 2013 Grand Duke Niels allowed back political parties and organized the fourth elections on August 15th,2012. The royalists DRP remained the biggest faction with 45% but had a strong opposition from the new pirate party APPF who existed out 35% of the Senate. The struggle between the APPF and NPF in the opposition prevent that the royalist lost their domination. Still this government was the first one who completed its full term. On October 22nd, 2013 the NPF won the fifth elections and formed a coalition with the unionist FDUP.  Together they owned 43% of all power in the Senate and during this legislature they accomplished important objectives such as the financial stabilization of the Grand Duchy. On November 11th, 2014 the NPF won the sixth elections, being one of the most exciting elections. An main reason for this excitement was caused by the campaign of the new party L&S who wanted to transform the Grand Duchy in a Republic. Even the local media in West-Flanders (Belgium) published a complete summary about the Flandrensisian elections. From the beginning the Senate was faced with internal problems like communication and corporation. As result of these disputes not one political party (NPF, DRP, FDUP, FIU, APF, L&S, FL-AL) was able to form a majority in the Senate. Along with a lack of political commitment Grand Duke Niels disbanded the Senate on December 14th, 2014.

At present day the Grand Duke has almost all legislative power in Flandrensis, but the Grand Duchy remained a constitutional monarchy with respect for all rights and obligations for the head of state and its citizens. The Grand Duke is supported and advised by a Cabinet. The Grand Ducal Cabinet consists of Ministers and Secretaries who are appointed by the head of state.
